As determined by clause 2.7 of the "Regulation on the Procedure for Awarding Scientific Degrees" approved by Decree No. 728 of the President of the Republic of Azerbaijan dated June 11, 2019 (Subsection 2.7.3) Azerbaijani language was among the exams for foreign and stateless applicants in order to receive the degree of the doctor of philosophy. Starting from 29.09.2020, the Azerbaijani language exam for foreign and stateless applicants has been conducted by the State Examination Center of the Republic of Azerbaijan. 

We inform you that the Decree of the President of the Republic of Azerbaijan dated November 26, 2022, on amending Decree No. 728 of the President of the Republic of Azerbaijan dated June 11, 2019, on the approval of the "Regulation on the Procedure for Awarding Academic Degrees" and the "Regulation on the Procedure for Awarding Scientific Names" was signed (https://president.az/az/articles/view/57982 ). 

As a result of this amendment, applicants who write and defend their dissertation in English or Russian will not be required to take a mandatory Azerbaijani language exam at the State Examination Center.
